Reorganization of the Office of National River Restoration

Construction Bureau Added, 3 Bureaus 8 Teams

The Four Rivers Restoration Project will become stronger. The Ministry of Land, Transport and Maritime Affairs reorganized the Office of National River Restoration by adding Construction Bureau. This reorganization aims at the headquarters to focus on management of process, as the project is in full-scale execution phase. The ministry explained that "as main projects will be completed by 2011, and to manage various subcontractors (local agencies, local governments and K-water), stronger process-management at the center is necessary." Without employing more personnel, a contractor with experience is appointed to the construction bureau chief and added level 6 or 7 officials to support management, dredging and compensation. The newly created construction bureau is consisted of three teams; team 1 is responsible for process management, project management, management of the lower Nakdong River, and dredging and aggregate, team 2 handles management of the mid-upper Nakdong River, and excavation of historical remains, and team 3 will take management of the Han River, the Geum River, and the Yeongsan River management and compensation.

Previously, the headquarters was consisted of two bureaus (planning andwater quality-environment), and six teams (policy, finance, management, conservation of ecology, management of water quality and PR), but construction bureau and three teams are added, resulting in 3 bureaus and 8 teams. This reorganization causes management team under planning bureau to be transferred to construction bureau.

The situation room is planned to utilize flood supervision system's information and document to find water level by using local web cameras. Also, local agencies, K-water and local governments, along with flood control towers and construction firms will cooperate.
