The 4 intents of the Special Law of Waterfront Area

First, it defines the area limitation of waterfront area up to 4 km inward in both sides

Second, developments under high pressure of profit return or concern of unsustainability would be phased in.

Third, developments should be implemented mainly with public organizations so to recapture profits.

Fourth, for project implementation, incumbent authority puts on ‘Waterfront Area Mediation Committee’ and supervises designation of sites to develop and implementation procedures.


Prerequisites of environment preservation in development riparian areas

Since the regulation seemingly brings up the image of development in riparian areas, people might imagine amusement park or some esplanade getting worse out of contamination. On these undue worries, Mr. JEONG Byeong-Yun affirms there is no need to feel anxiety. “Since whole nation devoted itself to restore the major rivers with huge budget, recontamination out of indiscriminate development cannot possibly be the case”. He emphasized also, “Water conservation zone or specially controlled area will never be included in the list for further development. Other areas are potentially qualified if it equipped sewage treatment system. In case that change the form or quality of land is needed, we had applicants obliged to be permitted from local governor beforehand”.


Eco-friendly development fit to localization forms the pivot

Waterfront area (or riparian area) is not like the pale and gray monotony of former times. Mr. JEONG Byeong-Yun (Water Resources Policy, the Ministry of Land) made sure that consideration and reflection of regional characteristic as priority by saying, “We are debating with what is the fittest for regional characteristics along the riverside. Residential zone, researcheducation complex, health and leisure complex and more are possible”.

“Whatever development to be, it must make harmony with surrounding riparian environment not to go against the grain in considering initial intent of the project as the Green Growth with eco-friendly facilities and energy saving infrastructures. Newly parks, trails and sports facilities are functioning properly for healthier society with changing people’s lifestyle thanks to new central axis named restored rivers.”

Meanwhile, ‘balanced regional development’ are also pondered on. Authority made new criterion which gives preference to whom works for the schools, factories, firms or institutions that move to the non-metropolitan riparian area. This can be said as supportive measure educing ‘balanced regional development’. Eventually this law seems to highly contribute to open the era of eco-renaissance out of the restored rivers.
